War president?
Does anyone know if we have actually declared war? I am under the impression that congress never actually declared war against anyone in a literal binding sense. I know that there was a resolution as follows:
(a) Authorization.--The President is authorized to use the Armed
Forces of the United States as he determines to be necessary and
appropriate in order to--
(1) defend the national security of the United States
against the continuing threat posed by Iraq; and
(2) enforce all relevant United Nations Security Council
resolutions regarding Iraq.
I guess I don't see where all of the wiretapping, detention, torture, and assumption of extraconstitutional powers is coming from...
Is it just me?
BTW, you can look at the whole resolution here.

Don't look now, but the Congressional Research Service has determined that he has no legal underpinning.
So glad to see that there are at least some clear heads in Washington DC. (It always seems apropos that it's the career beaureaucrats that calm everything down... Now if only we could keep the administration from replacing all of the career beaureaucrats with political appointees...)
